Cyberpunk refers just as much to the art style as the setting. The art style is much more important in determining if something is cyberpunk.
Dishonored is STEAMpunk. There is no such thing as WHALEpunk. That's just stupid and anyone who seriously uses that name is an idiot.
Art style is a very, very small aspect of what constitutes cyberpunk...
I got the point, but one gets the impression that books are some kind of outdated technology from a very long past...
cyber punk has also been a legitimate genre since the 80s-90s
