is this game abandoned? do we know if there's a new update in the workings?

Is the ingame "hacking" performed with ingame-tools? Or do we mess around with external tools to hotpatch the game? I have no intterest in getting a VAC-Ban for hooking & messing with the game's memory.

The game appears as running but doesn't start.
