I'm on a GTX 960, monitor is 1920x1080 144hz. My framerate was stuck at exactly 50fps at first.
I fixed it by turning on Fast Sync. You can find the option in the NVIDIA control panel.

Nvidia unfortunately doesn't have a profile for Half-Genie Hero, and making a new profile is a bit more complicated... but you can enable Fast Sync globally without causing problems.

To enable Fast Sync:
Open NVIDIA Control Panel (right click on your desktop to find it)
On the left, click "Manage 3D Settings"
[It should be on the Global Settings tab]
Scroll down and set "Vertical Sync" to "Fast"

I'm not completely sure why it worked for me, but I have a few ideas. Regardless, now the game runs at a constant 60fps for me. I hope it works for you, too. [/spolier]

This seemed to have fixed a few people, myself included. I did nott do global settings, but added it to program settings.

yes, and i saw that sollution before, the problem is, im not running a nvidia gpu, in fact, im not running any gpu, i'm plaiyng it on a intel igpu, but thanks anyway.
I managed to "fix" it by formating my pc.
I discovered what the cause of the issue is (in my case anyway), as soon as i launch the dx11 64bit exec, the game is stuck at 34fps, even the normal 32bit exec, so as long as i dont launch the 64bit one im good.
The only problem i have encountered is that, i cant run at a fps higher than 60, if i do that, the game speed will be noticeably speed up
Desktop > right click > display settings > advanced display settings > choose a refresh rate (60Hz) this is the simplest solution i found to be able to enjoy the game. the biggest drawback is that you have to change the settings again to 75, 100, 120, 144, etc... when you want to play something else that "does" work well with a higher frequency on the monitor.
