on High settings im getting constant stutters but i really like playing the game :(

So I'm currently trying out the demo and I want to buy it, but everything seems blurry. I have everything at the highest settings, but there is this weird blur filter on. Is there a way to remove this? It looks a bit like depth of field, but I can't seem to find a way to turn it off...

I remember there was something like Royal Edition in the past Can anyone give me more details?
