MR quests give both MR and HR.
Seems fine, like someone stayed in HR forever before getting IB.
But having more MR than HR however..
Well, it's unrelated to the OP, so.
What if you go straight for Master rank, then spend a long time farming MR with the quests that give an increased amount of it? Unless those quests also boost HR obtained at the same time, you'd eventually end up with MR higher than HR. I have never seen that in practice and never bothered farming those quests to know exactly how they interact with HR.
