Iirc Bolter Drill gives extra damage to your Tacticals, so it makes sense to use it when you can afford it.
Why no love for Scouts? They can aggro neutrals 3 tiles away and your Tacticals can finish them off with Overwatch, no?
As for Space Marine vehicles. I don't like 'em. They are just average and usually not worth the investment imho.
What about the Primaris ones? The new Dreadnought and tank seem formidable.
Infantry having lower hp and models is both an advantage and a disadvantage. You can get into a fight faster, benefit from ruins and forests but losings models means lower damage and potentiall dead unit.

Thanks for the correction and for reading the guide! That should be Eldar, as I'm sure you were implying.
As for your comprehensive rejection of all vehicles, I of course respect your opinion, and I'm sorry you haven't been able to enjoy them. I personally have found them absolutely essential in beating Impossible or human opponents, particularly Thunderfire Cannons, Land Raiders, and the new ATVs. However, if you don't have any DLCs, I certainly see your point.
I don't think it's possible to reliably win as Space Marines with my settings without DLCs, honestly.
For Scouts and many of the other of the ten (?) available infantry, it's mostly an opportunity cost thing. To take the time to research any branch of technology means not researching a different one, and so otherwise decent units may be sacrificed to efficiency (in my opinion, of course.)

I have detailed recommendations on the new units in the Guide...I've played several games now with the DLC and was able to beat Impossible using the new units. None are bad; none are critical.
Indeed, I am reading through it as I write, cross-referencing to your general guide, too! ;)
2. Thunderfire is way to fragile, and you cant get it out of harms way most off the time. it can dish out some decent dmg, but in the state of the game it is avaible its a instagib victim, oneshotted by most enemy units.
At your suggestion, I took another look at Bolter Drill. You know, I'm embarrassed to say I never realized it applied to all Bolt weapons, not just infantry! This is particularly relevant with the new DLC, but you are right that it is much more important than I gave it credit for.
Anyway, I updated the guide (and for the Eldar/T'au). Thanks again for the help!
