Bunch of your (hex) games are locked and you can't buy them anymore. I was quite interested in africa one :( What happened here?

Welp, as it turns out, got this game for a gift. Nice and dandy, then got it to install both the game and the additional thing. The problem is, Steam shows it as running for a few seconds, then just either quits or something. Doesn't show up in the Task Manager too. I have Win 7 and I meet the requirements, so help would be appreciated!...

does this have the whole campagn from the italian invasion of egypt in 1940 to husky in 1943 ?.
