Report a translation problem
I just had a crash and checked the folder for the .mdmp file but oddly it never got created so...how do u report crashes again ?
1. Sometimes if I want to skip the intro sequence.
2. If I skip all the animations in battle especially if I break the enemys parts. First I get some major FPS drops and than the game just crashes.
Befor the patch was released everything was fine with all setting turned on high. (I already tryed to turn them down but this didn't fix the problem.)

The issue I'm having is that it's not even starting, when downloaded all it says is 'unable to initialise steam libraries'

Steam's APIs may have problems initializing with certain AV software or threat mitigation software present. They also will not initialize properly if you start a game directly from the executable instead of launching it via the Steam library, as you're supposed to.
Wiping the Steam installation clean is a last resort and would only assist in fixing this problem if it's cause is a corrupted Steam installation. (It is a third potential cause for the issue, actually, so if all else fails; try that.)
Crashes upon entering Jingu Sakura Park, the third dungeon at the beginning of the game, specifically, the monsters appear and after they appear, i move around and crashes almost instantly.

when tested, no problems what-so-ever with the other dungeons im able to enter... its only Jingu

You don't have a dedicated graphics card available next to the Intel HD?
This game is really not meant to run on integrated chipsets...
It's not like it's not running at all. I haven't had many issues up unitl now. And all the others work fine.
