First of all and probably the biggest prohibitor is that the devs have said they would never nerf Jason which is what you want to do so this game mode works.
You really never elaborated but I expect the rest of his kit would "work" since you mention shift. You can't morph inside buildings. Traps can't be set inside buildings. There is nothing stopping Jason from destroy hiding spots so then entire concept is less hiding and just straight up chasing. Now understand that things like perks not working since launch are a telltale sign they are lazy. Do you think they are going to go and completely reprogram an assload of things to make a map work if they won't do it for perks?
