Dude, it's the game's original title, and it has been for.. multiple years. Don't blame localization for it.
The titles of this series of games are already in English, by the way. They might sound a bit ridiculous because of the way Japanese people like to use English words in an exaggerate way.
As for its length:
The first game of the series was called just "Melty Blood", as a reference to how it deals with a vampire story.
The latter games, instead of using numbers, had a couple of words added after the title (ReAct, Act Cadenza, Actress Again). "Actress Again" indicates that this is the third entry of the franchise, and is again a reference to the plot.
Finally, "Current Code" indicates that game is based on the arcade port of the original PS2 version, which added some elements.
To put it short, if this game had been born in the west it would have been called Melty Blood 3.5, but you can just call it Melty Blood or MBAACC, since the older games don't have online play.
Watch out we got ourself a tough kid over here.

I don't do anime anything as a rule.
There are, of course, exceptions to that rule, but not many.
It's also fun to see English people, especially from USA (Full disclosure, I did not check OP's nationality before writing this) getting triggered by this kind of stuff. Wish developers did this more often.
If you have even the faintest interest in this game, I suggest trying out the demo of this slightly old but still valid release, you may end up liking it:

It's pretty fun and dynamic.
I don't mind it's almost a tradition at this point...
Tekken only adds extra words to the "dreammatches" (Tag Tournament although that shouldn't really count as "going crazy") and enhanced versions of a canon game (5 Dark Resurrection) but since these are usually the only versions to arrive to consoles, most people ignore the extra words.
Mortal Kombat Did it for enhanced versions of MK3 and never again (Ultimate, Trilogy).
SoulCalibur has spin offs with crazy names but they're not part of the main line of course.
Killer Instinct added the word "Gold" to KI2 on the N64.
Dead Or Alive did it for the enhanced version of DOA5 by adding "Last Round" to it.
That's all I can remember from the series that did this the less and went the least crazy.
