found a fix . use steam launch option an add cmd /c "set OPENSSL_ia32cap=:~0x20000000 && %command%"

I tried all these fixes and I got nothing, I did notice that the specific Anti Virus that I had installed was keeping a lot of games from launching, however, this one is the only one that continues to crash without a sign of what might have happened.

did the game create folder for the config and saves:
c:\users\yourWindowsLogin\appdata\local\callofcthulhu

and sometimes its your account that has some setting causing the issue.
create a new local windows account,
logout
login with the new account
launch steam then the game and see if it works
