i have 1000+ hours on CPU Cores and i still didn't get the achievement.

I don't know why. So as me bro. I didn't get any achievement about using time.

i think steam will notice when all achivements are unlocked all at once within 10 seconds

they literally do not care. Steam achievements actually don't give the players anything anyways unless the game hooks them in as well.
plus its the only way to remove some achievements from your bloat (take a look at my rarest achievement showcase, i dunno why that game has achievements that are rarer than everything else i've ever earned but whatever)
