I think we're kind of unclear here what you want to DO in this manner? Take screenshots? That's what tfc is for. If you want to be ACTIVE while this is going, just hit your third/first person toggle key and go wild?
I've never had any trouble panning using my mouse or keyboard, so this really ... seems like it's a problem on the hardware you're using and whether it's bound correctly.
If i wanted this for screenshots,i would have mentioned screenshots. At the end of post i asked people to read again if unsure. Your telling me your still unsure as to what i wanted?

This isn't a 'twin-stick' game. Its one of the rare PC conventions BGS still uses. Mouselook - you look where your camera looks.
