Treat it the same as using the profile scanner in cloning mode, or the recharge tool in overload mode:
Don't let the guards see you using it.
-same goes the other way around; if a player turns off a settlement enough times it stays offline.
Otherwise it might be scavengers or pirates. (this is in some cases listed in the mission details)
edit: it's a crapshoot. But extremely annoying and significantly harms gameplay when this occurs
Maybe the FDEV is not aware of the problem, so I suggest you report it on the issue tracker: https://issues.frontierstore.net/reported-issues/elite-dangerous
With my experience there's always been at least one useless guard bundled together with thr scavengers and in the beginning I killed them thinking they're an enemy too only to get a bounty. Afterwards I scanned each enemy to realize this one was a guard.
They are pretty useless, since they don't necessarily fight in a way that helps you differentiate them from the pirates/scavengers and they always seem to be grouped up with them too.
Somebody said this is done deliberately so that people don't mass kill the enemies with an SRV. I don't know.
However, I guess that's what you ran into and yea, those people aren't happy if you sabotage anything. When using any of the illegal devices, I avoid being seen, even if my intentions when using them is positive.
If turned off or on enough times a base will stay that way for a set time. Plays into BGS.
