Very nasty bug? is this a bug?
I've been tasked to restore a settlement with no power, when I try to get in via a maintenance panel the guards shoot me for being a saboteur. It's made the mission almost fail twice now.

Are you sure they're guards? Anytime I have done a mission like that if there was anyone around they were pirates or scavengers.
The cutting tool is illegal.

Treat it the same as using the profile scanner in cloning mode, or the recharge tool in overload mode:

Don't let the guards see you using it.
If the settlement is already powered up, it means another player got there first.
-same goes the other way around; if a player turns off a settlement enough times it stays offline.

Otherwise it might be scavengers or pirates. (this is in some cases listed in the mission details)

That's a good point... If a settlement is powered down, there usually aren't any guards...

it wasn't. no power. there were guards.

there's not supposed to be guards on a restoration mission. the faction that owns the settlement LITERALLY hired me to do this, the faction the guards belong to.
update: this has happened at two different locations at this point. It's probably safe to consider this mission wholly broken and progression towards the engineer requirement for restoration missions to be defunct and progression blocked.

edit: it's a crapshoot. But extremely annoying and significantly harms gameplay when this occurs

I only play in solo play mode, but I have never had the event of a guard attacking a scavenger, so if it happened in non-solo mode, then it may be a problem that occurs in non-solo mode.
Maybe the FDEV is not aware of the problem, so I suggest you report it on the issue tracker: https://issues.frontierstore.net/reported-issues/elite-dangerous

With my experience there's always been at least one useless guard bundled together with thr scavengers and in the beginning I killed them thinking they're an enemy too only to get a bounty. Afterwards I scanned each enemy to realize this one was a guard.

They are pretty useless, since they don't necessarily fight in a way that helps you differentiate them from the pirates/scavengers and they always seem to be grouped up with them too.

Somebody said this is done deliberately so that people don't mass kill the enemies with an SRV. I don't know.

However, I guess that's what you ran into and yea, those people aren't happy if you sabotage anything. When using any of the illegal devices, I avoid being seen, even if my intentions when using them is positive.
Seems like the new power play agents didn't get the memo to vacate shutdown bases. XD
If turned off or on enough times a base will stay that way for a set time. Plays into BGS.
