Title says it all. I thought it would drop over time on its own, but I left the PC running overnight and the alert levels have all stayed the same, including two at lockdown.

I see that there is a default-ish 45% detection rating for stations, upgrading ships says it lowers this, and upgrading stations says it increases this. could somebody explain whats going on here and which one is actually useful?
