Talked to lady at the bar with two goblins and it says check out the second floor when I go up there there’s nothing going on and I have to use surrender potion to leave otherwise I’d be stuck

In the basement so are there stone barrier. How do i destroy them? I can't go to the different place in the basement because of them.

cant figure out where the last of the four orb location/boss is, as there is no quest associated with it, or even where i got the other three.
