I haven't seen the english localisation, so I can't really judge how pc it is.
But I don't think it was intentionally made to be politically correct. It probably wasn't given much of a translation budget, and it was just done to be more or less competently translated. It would be pretty hard to translate the russian 90s prison jargon with all it's flavours into english without losing a lot in the process.
Game is from mid 2000s so I don't think even the international distributors were in any way pc back then, just doing the bare minimum job with translation.

i went in the legion camp and they were supposed to be ♥♥♥♥♥, but then i saw a bunch of black people. so they clearly added them in later on. work was put into the game to make it more PC. There are even lines of dialogie in some quests that they cannot enter the fort on account of their skin color and then we see black legion officers...

I speak Serbian so i can understand 20-30% but i want to experience the game as it was meant to be experienced, not this politically correct western hugbox. No, there isn't a second English version. They re-wrote the dialogue for the translation. If you don't speak Russian, you're stuck with the cheesy and often non-sense writing, I'm afraid.
It's still a very good game in many respects, but don't expect to be immersed in any character or plotline. I like to pretend this is just how the future is, like humans evolved to be stupid, random, and for everyone to have the exact same personality. Then it starts to make sense xD

The voice over for the English version is surreal. It doesn't match the character at all and the dialogue and way it is said doesn't even match the subtitles or what is trying to convey.

the english version is heavily cencored and does change skin colors of many npcs, cuts dialogue and texts or just re-interpretes it.

the original is as much anti-pc as a game can be.

no it was censored. Whole questlines are missing. All third reich missions are missing, the translation never mentions anything about third reich. Also cutscenes have been removed, like the one where the chinese cannot go inside stoneguard.
