Sorry, should have clarified, I don't play modded at all. I've seen it about three times now, and the only common factor I've noticed is they all had some type of planet modifier like "Molten Mineral Rivers" and "Hostile World".
That explains a lot, thank you. Just hope that they don't mind when I turn their planet into cosmic dust now.

And the only modifiers that might be relevant are "Crashed Ships" x6 and "Fallen Shipyard".
A) If you were going to wait until after you got the technology AND after you terraformed the world, that's just several years' worth of SOME planetary output wasted.
B) If you were going to wait until after you got the technology to colonise the world, but only starting terraforming after the colony was established, then you've still wasted the time you spent waiting for the technology.
Oh?
It takes way longer to get the tech to terraform inhabited worlds.
But I take it I should be colonizing worlds of the my homeworld's climate class before terraforming them ?

What does Xenophobic have to do with it, though? Does that affect habitability?
Other ethics, especially Xenophiles, have much easier access to a wealth of species with different habitat preferences. You can even colonise with species that are not in your empire at all if you have a Migration Pact with a different empire that does have pops of them!
