Running out of resources also messes up builders. It's like the builders are given an order to build exactly one building at a time, and if they can't complete that building for any reason, they'll sit around in the builder hut (literally, doing their idle motion, but with 'Working..' status) even if other building tasks are still doable. Cancelling every building but the one you need built will let them continue doing their thing.
Alarmingly, it also happened in the "are you sure you want to quit?" dialog, and it was pretty hard to find the right place to click to actually get out of the game!
I assume this must not be happening to everyone or else everyone would be complaining about it, but I don't know what would be special about me to cause a bug like this. Windows 11, desktop resolution 2560x1440, all game settings at default.
