Whenever I start the demo from the steam library it opens halfway above the screen & I can't move it... It stays there after switching to fullscreen & back

I tried to run the game, the game will only show up in the middle of my screen and I cannot extend it to the full screen, also I change the resolution to 1920*1024, that still not working, is that because my screen have resolution 3800*2400?

This game will only open on my secondary screen. If in the smaller windowed mode I can move it across to the main screen, but as soon as I switch to the 1080p mode, it switches to fullscreen back onto the secondary screen and can't be moved. Which makes it unplayable for me as the smaller resolution windowed mode is too small, and I don't play games on my secondary screen as it's uncomfortable since it's off to the side.
