you need a coil jacket and ...a fork. coil like the one you need for the gun..can't remember if its called a tesla or not.

It requires the DLCs that gives access to El Diablo islands, where you can get the missing items.

What a coincidence! Ive been playing the game again too and couldn't remember how to create the jacket!
It's unfortunate that Im playing for achievements on Xbox lol. Thats so cool that I was within 30 minutes of someone else playing it too! Ive always seen posts back from 2014 and so on with nobody replying or creating anything in 2024. Crazy.
