How to increase civilization level?

So I am Civ lvl 3 and even though I am searching with the difficulty of exploration level 2 and I am getting higher population planets overall, it is nowhere near enough for me to hit the next Civ lvl. I feel like there is something I must be missing. if I trying to go to an even higher Difficulty of exploration it just says 'The highest occupation level is insufficient' so I am really not sure what to do. Anyone got some tips on how to increase the population so that I can increase the Civ lvl?...

Can't get past setting up a production line

I'm just starting the game, and am at the point where you're supposed to set up production lines for gears and coils. I've got buildings making those, and my storage shows that I have more and more being added to storage. But the game never checks off that I've completed that step, and won't move on to what's next. Any idea what I'm doing wrong?...

Rarity of worker are matter ?

Does rarity of worker mater for work ? I know one of stats help with growth, class/job gives production bonus. As far I understand common rarity can be effective as hero at jobs. So those heroes are mostly for fleet ?

说明：《星际工业国》已开发完毕。依然会进行优化与调整。
将《诸天刷宝录》的日志发在这里，亦是迫不得已，希望得到老玩家的关注。
作为一个人做游戏，没有公司、发行、团队的人力与资源。我只能默默的跪求大家"愿望单+关注"。

感谢大家对《诸天刷宝录》的关注！我曾计划6月发售的想法被验证了确实是一个梦~
因为在制作的过程中，我的想法越来越多，我是一个重度强迫症患者，我希望我的游戏更好玩~
我在最初的设计上，额外增加了很多内容~！把单纯的挂机战斗小游戏变成了：

这一期，我将就单个位面内的循环玩法，给大家做一个预告展示。

《诸天刷宝录》开发日志第三期：位面城市（上）

位面主城

游戏是由1个主世界+多个位面世界组成。在每个位面世界中，都有一个主城。在城内，你可以购买物品、学习技能、招募角色、打造兵器等！每个位面的城市都是不同且符合真实的，像三国位面，就是古都洛阳。

打造装备

解锁配方、收集材料，打造出各种套装兵器。每个位面都有大量配方图纸。

学习技能

你可以在武馆花费银两学习普通的技能。每个地点教授的技能类型不同。

购买物品

基础的货币换物功能，但也有稀有的宝物，需要声望才能解锁购买。

位面进度

每个位面的核心玩法，都是围绕着下面这张图展开。你需要在位面上，通过战斗、任务，逐渐积累声望、贡献、银两材料，提升自身战斗力，获得解锁更多的装备、技能、角色、灵兽（还没做），将所有位面的探索率都达到100%吧！

目前我在按照10月底能上试玩版的进度赶制，但是还是困难重重。
