The game hangs in processes and nothing happens. Win10x64 3070 i12500 DDR4 32. Does anyone know how to fix this?

on playstation i had a ton of bounties how do i get more? The ones from public execution do i have to pick them up or can i just walk away and they get added to a tab?

I believe i owned this game or its predecessor and remember having a some fun so may get again. Im not sure if not a little erratic and confused.Which edition should i get? which one is better for the money? worst comes to worst (if i dont like it) i just return it in under 2 hours. Thank you thoughts that choose to read and andwer....
