Is the "Lambda Locator" achievement bugged?

I'm trying to get a 100% completion on the half-life games. The only achievement I am missing is the "Lambda Locator" achievement. I located and destroyed all 45 caches but when I got to the final cache I wasn't awarded the achievement. I checked the progress on my caches and it stated that I only found 11/45 throughout the entire game (later this 11/45 would've decreased to 6/45, I don't know how I'm losing progress). If anyone can explain this or tell me of an alternative way to gain the achievement it would be a lot of help, TYIA.

This achievement is Bugged and Broken, i've found a solution thread to bypass the burden you'll have go through, check it out

I think I actually found a easy solution, browse the local files of half-life 2, then go to hl2, and delete the gamestate. I just tested on a stash and it saved.
