I've since fixed most if not all issues I've had with the game. If you're still interested in playing this game let me know!
Go to NVidia Control Panel, Find Bionic commando in a list of applications and then choose "max frame rate", since my monitor works on 60hz i put 60 FPS as a max.

PC Gaming Wiki also doesn't have any mentions about physics issues, let alone them tied to framerate.

Configuring framerate limits for the displays themselves did not work for me. Neither did Rivatuner.
