Would love to play a second part or a dlc of this game ❤

I have been stuck at this level for quite some time and can not to tackle this level. Does anyone have any tips or helpful ideas for me. I would be forever grateful.

Do combos work by the number of separate merges, one after the other? Or by the number of separate buildings/groups of buildings merged one after the other? So in the screenshot below you can see if I place the level 1 building circled in green, it would merge with group 1 and create a level 2 building, then that level 2 building would merge with groups 2 and 3 at the same time, for TWO separate merges.
