Please, try to use the file integrity functionality on Steam: Right click on TERA > Properties > Local Files > “Verify Integrity of game files”.

with the launch of our new feature - Gameforge Client, there were some changes in one of the questions mentioned in the FAQ.
Will I be able to link my steam account to my existing TERA account?
- It is not possible anymore to link a Gameforge client account to STEAM.
However, you can still link a STEAM game account to the Gameforge client (by logging in to the website[en.tera.gameforge.com] via STEAM ).More details about the Gameforge client are available here[board.tera.gameforge.com].

in order to access your region through STEAM (EU/NA), you need to launch the game through the STEAM Library.
Once you do this, there will be a pop up asking you in which region you would like to play:
