Wait, it's working for me. I decided to install "lively wallpaper" from microsoft. And when "lively wallpaper" was working, I decided to launch "Wallpaper Alive" and my wallpaper changed

Ok so I see a lot of people have the same problem I had and idk if it will work for you but here is what i did
I turned off wallpaper alive
I did windows+tab and created a new desktop that i closed immediatly
I turned back on wallpaper alive from the app on the desktop
It worked and I have no clue why

none of this helps, when I open the wallpaper I can only change its size, but the icons are not visible.
