please help me where to find the second notes for the laboratory and who to talk to so that a bulletin board appears where these notes are located

There's a hidden bulletin board that you get the sheep score from. Which is needed to get into the laboratory. But this was the 3rd score I got. To find the hidden bulletin board I think you need to talk to Han, Torlop, and Tsuru.

Not sure what you mean. What notes are located near bulletin boards?
