What went wrong? Why so many bad ratings?

the X account tied to this game links to a website where you were able to purchase this game before it went to early access on steam and I was told I'd be sent a code. Not only was I not sent a code but xsolla, the payment processor they used, doesn't register any products tied to that purchase, in other words I gave them $30 for nothing apparently. I wish, I wish I didn't purchase this game, I wish I refunded this game before the 2-week mark, I wish steam would delist this game and refund me for being scammed on a game with terrible graphics. It sucks seeing this game in my library.

So in the past I've backed Planetary Annihilation by these devs on steam EA. Upon release it was a buggy mess that was then delisted a year later when Planetary Annihilation: TITANS was released which was just a more completed version of the game. They offered backers a very minor discount. What is to prevent the same thing from happening again?
