Playing the game for the first time on hard mode, and got to the civilization stage. A faction goes to war with me, and Im unable to defend myself? My vehicles (cars and boat) cannot attack, and I have my one ability (I have 2 cities), that lets me bomb the city doing massive damage. But after that ability is used Im like a sitting duck.
