I have 6 shrines and I see that near Tangled Mesa are stairs that require Bottle'O'Wind. The only quest active I have is the shrine quest - Repair the Shrines. Quest I've completed are: Pirates, The Farmhouse, Ancient Memories, Fiola's Hideout, The Mech, C.A.T. Last Objective, The Pilot, Castaways and Start a Garden. Please help me understand where should I go or how to progress to get this bottle....

I learned from the announcement that "Fixer Upper" has been fixed, and the current number of all Construction Altars has decrease to 48. But my 100% map record before the correction was 32.
