The default handling is what one could call arcadeish. It is meant to be played with keyboard or controller (like the 90s top-down racing games). Controlling it with handhelds should work just fine. That doesn't make it easy, though. If you want to be a top player and beat hard level AI or good humans, you really have to understand what driving lines are the best and when to slide and when not.

The four built-in cars are quite different, but it is also possible to make more realistic cars with the vehicle editor and many players have done so and shared those in the Steam Workshop. Still, the game is not aiming to be super realistic physics-wise.

I don't know for sure how it runs on Ally X, but people have reported most levels and games work just fine on Steamdeck. There are also lots of options to make the graphics lighter and people have managed to run the game with pretty old machines.

I'd say it leans arcadey but with some nice sim-ish touches in the right place. Feels skillful without being overwhelming.

Somebody streamed a bit of gameplay with ROG Ally X. Seems it works really good:

He also provided some game settings:

Thank you for finding and posting that Whiplash! BTW I don't know how the game would run fine with higher reflection distance on ROG, but if not, I'd rather turn reflections off altogether instead of seeing them popping as they do in this video with limited distance.

I'd also always rather play with stable 60 fps (default option: Synced Min 50) than with fluctuating 70-100. But I guess the video was more interesting with fully unlocked (unlimited) fps. :)
Edit: Ah, that probably wouldn't make big change since default display refresh rate of rog ally is 120 Hz. Steam Deck usually stays at 60 fps with the same default option.
