I just asked a maintenance stop, city granted me, I stopped everything, stopped reaction, emptied all water from core and main coolant circuit. It still tells me "cannot move piston, unsafe fuel extraction" I am going crazy...what am I doing wrong??

I just started a new game on easy mode with the plant non operational. I started in the control room and the alarm was already buzzing like a ♥♥♥♥♥ nuke was going off at any moment. But again the reactor was cold, no fuel rods, no water no nothing, completely non operational, why is the damn alarm buzzing already? I could not see the reason the alarm was going off and worse of all I could not find a way to disable the damn siren. Have anybody had that experience? Any ways to disable the siren?...

Just started the game after last patch and I can't manage to stabilize anymore the water/steam ratio I have the steam flow set at 60 L/h, which before I cold keep it stable by having 60 L/h water intake in the steam generator (by adjusting the pump) and 60 L/h steam production Now if I try to keep these ratios, with the needle right in the middle between steam and water I see steam pressure starts to fall and water pressure starts to rise.
