Hi guys! Do you have any feedback about this game? How would like to see it evolve?

Has anyone found a clue on this hidden achievement? I've played through the whole game twice looking for it and need some help. An achievement website has a description of "Complete the hidden jigsaw" and a picture of two citizens like in the third section Plebian's Vale....

Is this broken? I still didn't get this achievement.

Any tips how to look for a secret stages? Is there any in-game hint pointing which levels got secrets or it's just random?
