Sure it can be annoying to go against your worst match-up a few times in a row, but hey, that's how you learn. And at the end of the day there isn't really any data to suggest you'd be going against Ken 1/2 of your matches when the global average puts Ken around 9-10% pickrate in most recent months. So sure, statistically you totally can go against a Ken a few times in a row, but so what? You play the match, you'll go against someone other than Ken soon enough.
Ryu was the second most played character of season 1 and he was widely considered to be one of the worst characters of the season, thus highlighting that most people don't care about tier lists or whatever, a familiar face that is easy to play is plenty to convince folks to pick a character. So even if they nerfed Ken into the ground it wouldn't stop him from being a top 3 pick in the game because uh, most people don't even read patch notes. They just pick him because he has a cooler Shoryuken than Ryu.
And frankly pickrates in and of themselves shouldn't be a reason for a nerf, and as it is most pros don't even consider Ken top 3 material any more.
No different than Scorpion, Sub-Zero, or Liu Kang; They're gonna be on your screen.
Honestly if this sort of thing ruins a game for you then I really don't know what pvp game I could recommend, genuinely.
