I'm going to assume she is the age of the majority for that particular world. Judging by the dialogue and personality, the devs were likely trying to portray a sheltered/immature personality.
Regardless, Rue is not real and your concern over pixles on a computer screen is kind of comical to me.

If it makes you uncomfortable in real life that you thought she was to young than treat it like real life and just romance another character. If you saw someone in real life that seemed young or immature and that made you uncomfortable would you all of a sudden feel okay if you found out she was legal?
What does asking her age online do for you if your all ready turned off about the character I'm just curious.
I'm not an expert, but have you thought that maybe, people of minor age ALSO play this game? And they want romance?
