Title, is it playable with only 2 players?

My 3 friends picked up the game on Switch to play onlinetogether. When the options during the game come up to choose an upgrade to your player or vote for who you'd like to recruit they are unable to input on the dpad their choice, essentially they are locked out of upgrading themselves or voting on options making the game nearly meaningless. I assume that having this much fail does not bode well for the other difficulty tiers Yes I have checked out guides / tips used all available guns , just feels like you are really playing against RNGesus and his whim for a win is set down to 5% The guns just don't do enough in the 3rd stage unless i see good rolls on specific ones.
