So i just done my first delivery but now my rc is not showing up in the app when it says select vehicle. is there a cooldown between deliverys ?

I just got to the allen dan level growing danja. I went up to the ship for the first time, but I could not find the counter, and the one in the store costs 1k alln I think so I can't afford it but allen dan mentioned I should have a counter? Anyways it said it was leaving and I had to depart the ship so I did, and it flew away. I talked to allen dan and he called it again, but when I smoke a joint it says "IWT ticket not recognized" I guess I can't get on board again? Where do I get a ticket from? Thank...
