All 24 levels solved with three stars but "New Turing" achievement did not unlock. Any ideas before I have to resort to S.A.M.?

In the store page images and video, what does the bar at the bottom of the screen (below the colored blocks) represent? It looks like it's consistently colored green on the left half and grey on the right half. Is that just cosmetic or does it have a purpose? Also, is this game timed (meaning the player must solve each screen within a certain time limit)? The game looks interesting, but I'm not good with time-based games....
