"So for those that hadn't surmised, the situation is: an organization (unknown to me at this time) complained, and the game and its DLC have been hidden from the store front in Germany. We are in the process of figuring out more and attempting to compromise by requesting that only the "Explicit Content DLC" be hidden. That's very sad, since I know that many germans play my games.
I don't advertise where else to get the game, since I respect Steam as a marketplace.

But for unkown reasons 'Depraved Awakening' which is also a Adult VN with explicit sexual content is still available...
Based on the info in the thread I linked to it's because Steam react to complaints, which means the group that's causing the problem have to notice the game and complain about it before they do anything.

Yep, that's what the House Party devs had to do - they use itch.io and a couple other places as well. At least there are options for the German folks.
You can still get banned in Steam for using a VPN to change the country you're buying from, so I wouldn't recommend it.

No. you can keep the game. the question is only what is in the future with episode 2. you can probably only buy that on the official website
