The game only scrolls flawlessy with monitor set to 50hz, but stutters with regular 60hz. Please fix this!

In 6-1, after the 4th checkpoint there is some weid popping in the water, and a huge gap between the cloud that you cannot pass even using the skateboard. I've been playing this game for a while and none of the videos I've found online explain how the doll even appears. I got a K to appear one time but that was it. Can someone help me out on how this works? It can't just be random all the time!

I try searching where the save file location? But i can format my PC initial system, You help save file something?

Is anyone else have a version where there are missing clouds making it where it impossible to finish the zone? This is most frustrating. I tried jumping with the Skate board and it just cannot make it. If I don't see a patch for this in about a week I am going to ask for a refund...
