the game is just dead when all side missions are finished, which is a sham

The rest is exploration (For hidden secrets which you can turn into a clever fixer's quest feature, if you install the Fixer's Hidden Gems mod. Many say this mod is a must for when you have nothing more to do.
I personally would have liked it if they had some buildings with recurring infestations of aggressive enemies and an occasional mini boss to clear out, for high tier loot. Something that would only get triggered after you've completed the game.
Maybe with optional text messages you'd receive from various fixers saying something like "The Maelstrom are at it again. They've taken over etc etc and are trying to force out tennants from their homes." etc. So then you make your way over and engage in combat. Any remaining living tennant will say thanks for the help and off you go with your loot and a small wad of eddies. Simple stuff like that. These can occur again every 3 or 4 in game days or something. All you'd have to do is make sure jobs or gigs is checked in your map options for them to become active.
I dunno.. Something like this maybe would've been cool.
If Redkit ever gets released for the modding community, I expect to see more side quests stuff come to fruition unofficially to help keep this game's heart beating until Orion arrives.
Modding is really the next thing you may want to consider playing with, if you feel there's no more to the game but still want to keep playing off the same save.
The NCPD missions are honestly just lazy. They have no soul and feel like the type of weekly challenges you'd see in loot MMOs like Genshin Impact, Warframe or Destiny.
Frankly, as someone who doesn't even like the game as much, I'd prefer it if they had never had NCPD missions from the start and instead gave us more actual quests.
Repeat playthroughs are what RPGs thrive on. "Are you a hero this time? Anti-hero? straight up psycho? Are you a stealthy rogue? Are you a gold-tongued negotiator? Or are you a semi-sentient tank?".
The NCPD missions have no value. They are just there so the map isn't a ten hour drive through an otherwise empty and hollow open world.
Yeah, I was disappointed when I figured out that NCPD scanner missions were set missions and not just random world missions.
