Can someone tell me how to get a ship of the line? Can you only obtain one by capturing one? Or can you buy them in the admiralty shop eventually?

Im playing on ease and just cant seem to sink the arrogante, I have all the other ships taken or sunk, and have 3 42 gun frigates yet still theyre doing almost no damage with best guns and theyre gone in 2 broadsides...

I'm playing on Medium, but this level is hard man. It throws so many heavily equipped ships at you. I think its 4x 6th rates, 1x 7th rate, and 1 beastly ship-of-the-line. I understand from the mission name that the goal here is to ram the ship-of-the-line with a merchant ship that's on fire, but the merchant ships are sooooooooooooo slow that the ship-of-the-line easily avoids them and just absolutely wrecks them with a broadside....

I'm a huge fan of the naval warfare of the 18th and 19th centuries, and I also love land battles of that same period. Campaign isn't too important to me but it still has its significance as it helps lead to some interesting and oftentimes lopsided battles (Whether it be in my or my enemy's favor). The amphibious assaults from this game also look really cool, but from what I've seen the land battles are slightly lacking. Would you all recommend this or Empire?
