Skys Outpost Plus - The Lottery Compatibility Patch

Description
A quick patch which changes the placement of the lottery from Nebulox's The Lottery! mod in Skys Outpost to be in the underground storage area, allowing it to be accessible without blocking the entrance to the underground. I plan to change the layout of the lotto store a little in order to make it not look so ill-fitting, but it's at least not conflicting with anything now.
