Uh, well, for starters the mod will need an armoured truck, riot shields, and assault rifles.

Terrorists will have PDW2000s, maybe a Sting and a Zafir. At most it'd have to be 3-5 terrorists.
Location of the call is your choice, but I'd recommend a secluded area in which the terrorists have a bomb or hostage,

I have listened to your idea and I am in the process of making it happen. Just need to add a few more details, but it will be ready to be released in the next update.

add officer requesting backup callouts, such as panic button hit or officer requesting backup for (felony stop, trafic stop, or a vehicle or ped database flag)

Great idea! I like it. Currently I moved on to working City Cop Life #3 so that way it plays smoother for everyone. I'll definitely add that one though.
