Not sure if it's only admins... but you could add it manually to the engrams list with something like ->

OverrideNamedEngramEntries=(EngramClassName="EngramEntry_PrimalItemConsumable_EngramUnlocker_Slow_C",EngramLevelRequirement=1,EngramPointsCost=0,EngramHidden=false,RemoveEngramPreReq=True)

NOTE: Not tested but should work

Im thinking the above idea does not work. It can be crafted. But it sits in inventory looking like some kind of berry, and spoils in abvout 60 seconds.

Bit old, but for those still wondering. Once this mod is enabled, ingame you unlock the new ingram called "Engram Unlocker" which costs 0 points so you can unlock it right away. Afterwards you craft the item with the same name which costs 1 stone then consume it which will go through the process of unlocking the other ingrams (which may take a minute or more).
