when deployed you move -15 percent slower for each barrel thats spun up

That's not balanced at all, maybe +10% dmg, -15% movement speed when equipped.
How about 15% bullet resistance?
on kill target is now marked for death on respawn but only for you for one life (the overkill componet)
+10% faster fireing speed (because of the extra guns)
