General idea, makes you tougher but makes you slower.
Pros:
+ Blocks a single backstab
+ 10% overall resistance, but only when hit from behind if the shell is there.
+ Due to its size, getting a headshot on a Sniper with his backturned will be harder.(Judging by the pictures.)
Cons:
- 20% movement speed (You're carrying a giant shell, what do you expect?)
- 10% melee swing speed (Again, carrying a giant turtle shell has got to be exhausting.)
- 10% weapon switch speed (Please refer to the last reasoning.)
Special Effect:
+/- When crouching (if you have the shell), you gain an overall 25% damage resistance (The shell can sort of cover you.), but you're completely immobile while crouching, as stated before, that shell must be heavy. This will allow you to survive a quick headshot, and possibly a lot more situations, heck, you could possibly even let a Soldier shoot at you while crouching when retreating and you could surf the explosion away.
Overall, you trade mobility for survivability. Simple enough.

I like this, I hope it'll be a thing in tf2 soon, though I think it needs a small debuff to the item.
